MTAL joining equity league?

The Mission Trail Athletic League is apparently interested in becoming a part of the Monterey Bay League's equity league.
So much so that a draft has been put together that will go before a board in January. If it passes, the MTAL could become part of the MBL's equity league as early as the 2018-19 season.
One league representative told me it's going to happen.
While it's for all sports, football is driving the change. Carmel and Pacific Grove have dominated the MTAL for 15 years -- with Soledad gaining a share of the title in 2015.
Should a proposal pass, the MBL would become a three-tier division with the MTAL being the third tier behind the Pacific and Gabilan Divisions.
Why the MTAL wasn't apart of this when the MBL put the equity league together five years ago is a mystery. This is long overdue.
And while some believe it doesn't work for football, teams that have moved down to the Pacific from the Gabilan have seen their programs resurrected.
The equity league is about competitive balance.
Imagine this past year if the Pacific Division featured Carmel, Pacific Grove, Seaside, Watsonville, Gilroy, Soledad and Stevenson.
The one criteria that should be added is no Division V team should ever be allowed in the Gabilan unless it agrees to it, particularly in football.
