Transfer rule

As of now an athlete can transfer once without question to another school, but must sit out the first month of the season if he/she played varsity sports the year before.
 But what if a program is shutdown, or in the case of St. Francis Catholic, has an abbreviated football  season or potentially no season?
 Should kids be penalized if they want to transfer to another school to play a full season?
 Shouldn't that be considered a hardship case?
 At least one player from St. Francis Catholic did transfer this summer because of the uncertainly of the programs future.
 Yet, Central Coast Section bylaws stat that he can't play until Week 5 of the season.
 Should that change, given the recent circumstances surrounding St. Francic Catholic's football situation?
 Will the CCS take into consideration that St. Francis currently has a six-game schedule, after King City dropped them and they've requested forfeits for three SCCAL games?
 It should.
