CCS playoffs

With the CCS opting for an Open Division in basketball this year, will this change how some coaches view the playoffs?
A spot in the eight team CCS Open Division bracket ensures each team a slot in the State Northern California playoffs -- in their respective divisions.
The idea is to put the eight best teams in the CCS in one bracket without the risk of being knocked out and eliminated.
So do teams that are among the elite remain in their divisions for the playoffs and chase a CCS title? Because a runner-up spot in the CCS finals does not guarantee an extended season this year.
Or do coaches opt for the Open Division and automatic bid into the State playoffs in their respective divisions?
 It's tempting.

What happens if you get Seaside, Palma and San Benito tying for league title? Would Seaside and Palma get bumped up and since both are D4 would they both go to norcals, or would only one team get into Open playoffs?
