Wrongful penalties

We see it all the time in college sports.
The school gets caught cheating or lying about players from the past and the current crop gets penalized.
Schools deserve some sort of sanctions for not following the bylaws.
But penalizing athletes not responsible for others' actions isn't the answer.
Fine colleges an enormous amount of money, force them to give back their bowl game earnings. Hit them in the pocket, not the student-athlete.
 Colleges need to be smarter in monitoring their boosters' actions. I find it hard to believe colleges don't know what some of these boosters are providing.
