49ers camp out

I heard the 49ers were in town during my vacation for a afternoon workout at CSU-Monterey Bay.
But when I read it was a closed practice to the public, my first thought is 'so why is it a big deal?'
There is a big 49ers fan base on the peninsula. It should have been open to the public.
