That is a nice thought but what do you do when a small school has won the B1 Division 3 years in a row? Do they get to refuse being forced up into the A league?
And where do you make the cut-off to define a small school? I'll bet the schools right over the arbitrary number you set to define a small school are not going to be very happy.
