Spurning offers from Cincinnati, Kentucky and Colorado, the former Seaside High and Hartnell College receiver will instead follow his brother Michael to Alabama-Birmingham.
Turner, who caught 93 passes for 1,674 yards and 22 touchdowns -- all Hartnell school records -- in 15 games over two seasons, will receive a full ride football scholarship.
Alabama-Birmingham, which dropped its football program after a 6-6 season in 2014 for financial reasons, will bring it back for the 2017 year.
It will be a reunion of sorts for the Turner brothers, who played together at Seaside for one season and Hartnell for one year.
Because the program will not return until 2017, neither will be charged with a year of eligibility. The Blazers will play in Conference USA and be bowl eligible, should they qualify.
