Cross country interference?

There is talk of building three new softball fields and a soccer field in Toro Regional Park.
 That's great.
 Except, the location of those potential fields get right in the way of a cross country course that has been used for over two decades by all five Salinas High Schools and Hartnell College.
 In addition, one of the biggest cross country invitationals in the state is held yearly at Toro Park and the Central Coast Section divisional finals are staged every other year at Toro, including this coming fall.
 You just can't move a course when it is sanctioned by the state to hold a major meet without permission or potential objection.
It took a long time to get the CCS to allow Monterey County to host a championship event.
 Are the powers at be aware of this?
