Open Division dilemma

If Palma were to knock off San Benito on Friday, it could create a three-way tie for first place in the Gabilan Division with two games remaining.
If the Chieftains, Balers and Seaside all finish tied, who would go into the Open Division? Or would anyone go?
To my knowledge, you don't have to move up, although it does secure a spot in the State Northern California playoffs in your respective divisions.
If I'm San Benito, I'm pushing to move into the Open Division. Your argument is you have a CCS leading 19 wins. Then again, Division I won't be as stacked with four WCAL teams in the Open.
The Division IV playoffs will be loaded, meaning Palma or Seaside are not locks to win a CCS title. Plus do both teams want to face each other again?

Based on the Open Division selection criteria- comnittee will subjectively select 8 teams based on:head-to-head, common opponent, significant wins, strength of league and playoff history. No more than 4 teams from any league or 3 teams from same enrollent. So in this case, looks like 4 WCAL teams and the rest from other leagues...could chance 2 teams from MBL Gab will be in and probably Deanza and MHAL winners. It will be interesting to see how they come up with which two Gab teams will be in it... or one. If palma defeats Hollister it could know San Benito out with Palma 2 wins to one and vice versa...Palma would be knocked out with SB win or Seaside would. Can't see 3 Gab teams in it. Rirdan WCAL probably gets in and is D4 so that would make 3 D4 teams if Palma and Seaside in. I think SNB loses and they could be knocked down to D1.

Did some research...so far Open Div looks like:
I would expect top 4 WCAL teams and winner of Deanza and MHAL.

MBL Gabelan could end up with 3 co-champs with Palma, San Benito and Seaside (if Palma defeats San beniito this week). Palma has an earlier 39 point win and close loss without Allen, and will have Allen this week (They defeated Seaside by 9 to tie up the series after losing without Allen earlier). So- 3 co-champs is a probable scenario unless San benito wins tonight and wins league outright given they all win their last games. San Benito is D1 and Palma and Seaside are D4 by enrollment. No more than 3 tems in same enrollemnt can be in Open playoffs.

Looks like it is (at this stage)-my guess

Mitty
Serra
Sacred Heart Cathedral
St Ignatious
(pre tourney)

and
DeAnza: Palo Alto
MHAL: Piedmont Hills (Santa Theresa and Oak Grove next in line)
MBL Gab (Palma, Seaside or San Benito) - Palma probably goes into Open if they defeat SB, and SB will automatically go in if they win league.

Penninsula North: El Camino (but maybee one of the below)

Bubble:
SCAL: Soquel (Aptos) = believe they are out....lost head to head to Gabelon Palma
Penin South: Burlingame - probably out due to record
West Bay: Menlo (Sacred Heart) probably not in Open but could be in based on leagues playoff reocrd.
