Volleyball pairings

I will never understand how a volleyball team that was 1-9 in its league still makes the playoffs.
I don't care if Harker of San Jose was 13-2 in non-league play. It won one league match. Not only did it make the playoffs, it got a home match in the first round.
If you can't at least be .500 in your league, you shouldn't be allowed to petition for the playoffs.
And if the playoffs are based on points and strength of league, how did Notre Dame get seeded below Carmel, whom it beat twice this year, plays in a higher graded league, and has the same amount of wins?
