Another division in football

To ensure more fairness in the postseason, the Central Coast Section has added another division for the playoffs this fall in football.
There is still an Open Division, which any school can petition for. But now there will be four other divisions based solely on enrollment instead of three.
The added division also means eight more teams will make the playoffs. All brackets will still have just eight teams.
Had that been the case last year, Greenfield and King City would have both made the postseason and Carmel would not have faced Sacred Heart Cathedral in the first round.
What this change assures is no school with an enrollment of over 1,000, will be in smallest division, creating a more balanced playing field.
My only question is what happens if you don't have eight schools with enrollments under 1,000 qualify for the playoffs?
